Term: TIMEZONE_MINUTE

Definition:
The TIMEZONE_MINUTE value refers to the current minute in the database's internal time reference.

This value can be obtained through the use of the EXTRACT function.

Note that the TIMEZONE_MINUTE (and TIMEZONE_HOUR) values can only be extracted from a timestamp with a time zone datatype.
